Held from December 5-7, 2003 at the Embassy Suites O'Hare, Rosemont, IL, which had been used the previous year for Midwest Construction 1, SMOFCon 21 was chaired by Erik V. Olson and hosted by Midfan. Programming was built around the concept "What problem are you trying to solve?"
Attendance was 123 people. Geri Sullivan had brought a wooden toboggan so Grant Kruger could go sledding, but a complete lack of snow spoiled his fun and the toboggan found its way to Steven H Silver's garage for several years following the event.
A fannish version of the game Apples to Apples was introduced which included numerous cards with fannish terms, or names of prominent fans, which led to a standing game taking place in the hotel's atrium with a constantly changing host of players.
