The guy who's responsible for an organization. If activity slumps, blame the president. If things go wrong, he must fix them, provided volunteer vigilantes don't beat him to it. The constitution of FAPA specifically gives the president all necessary powers to deal with situations not otherwise covered by the constitution; especially to prevent another interregnum. While few functions are specifically delegated to a president, he has considerable influence on an organization, by his power to appoint officials, by recommendations made in line with his responsibility, and by speaking for the organization to fandom as a whole or to the general public.
