No Award

Under the Hugo rules, "No Award" is always a choice on the final ballot and, if No Award come in first or if more people prefer No Award to the putative first place winner, then No Award wins and no Hugo is awarded in that category that year.

For Worldcon Site Selection, if No Award wins, the site selection decision is thrown to the WSFS Business Meeting and all hell breaks loose the BM is responsible for selecting the site.
